Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are issued from various governments. Immense energy is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and further power outages.
Ongoing Risks
Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unfeasible to force Russia to abandon the territory that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its favour in the near future.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until circumstances change in its favour.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
